In my opinion it's like.. For example someone ported entire GTA 4 into GTA 5. Not the recreation of it but a complete ported. So in this case if someone who has already paid and bought the GTA 4 and 5 is allowed to use that mod since that person already bought the license of both games. But for the person who only bought GTA 5, it's not legal to play that mod since he/she didn't pay anything for GTA 4 content.

PS: remember what happened to the mod for GTA 3 where the people who bought GTA 3 were allowed to use the GTA 4 mod for free? It's not like I want to run GTA 4 with mods, but if someone who paid only GTA 5 is allowed to play this mod as well, that's fine with me, since I know what I'm doing.

So in my opinion this mod should be legal for the person who paid GTA 5 only and the other person who bought GTA 4 should be able to use this mod as well. I mean it's not a real recreation of GTA 5 but still a recreation. Its more like a mod which modifies the gameplay in a way that the person who paid only GTA 5 can't play it. 827ec27edc
